Agreements for Open Access publishing

USN has agreements with several publishers that include Open Access publishing. Some agreements provide discounts on APC (Article Processing Charges), while others cover the APC in full. If a publisher is not mentioned, no agreement is in place. Publishing books or book chapters is not included in any of the agreements.

Wiley - no agreement from 2025

For 2025 there is no publish and read agreement where authors are allowed to publish in hybrid journals at no costs with Wiley. Hybrid journals are subscription-based journals where authors can publish their work behind a paywall. However, by paying an article processing fee (APC), they can make individual articles available as open access. 

What happens with submitted articles to Wiley when no agreement is available?

Hybrid journals
If your submitted manuscript is acceptes in 2025, the cost of open access publishing is not included. This also is the case if the manuscript was submitted in 2024. If this is the case, the University of South Eastern Norway advices you to choose "subscription based".

True open access journals (also called gold open access)
True open access journals allow all of their content to be available without barriers to access. The article processing charge (APC) will be covered by the University library if you choose to publish in trule open access journals.

Agreements and negotiations

"Institutions and consortia that negotiate agreements with publishers shall ensure that these agreements promote open access without increasing total costs, and that the terms and conditions are open and transparent" is one of the measures described in the National goals and guidelines for open access to research articles.

In accordance with this, USN, either independently or as part of the consortium under Sikt, negotiates agreements aimed at fulfilling the goals of making it attractive for researchers at USN to publish their research results openly.

Sikt negotiates publisher agreements on behalf of Norwegian universities and research institutions. The agreements must align with national goals and guidelines for open access. Find a complete overview of all agreements managed by Sikt here.
